Hilka is known for her expertise in international and domestic adoptions, surrogacy and alternative families, cases involving the relocation and international movement of children, abductions, jurisdictional disputes, and complex care proceedings, often involving cross-border issues, and the most serious allegations of sexual abuse, non-accidental injuries, factitious illness and radicalisation, with concurrent criminal investigations\/proceedings. <\/strong><\/p>\n\n\n\n

She is consistently ranked in the legal directories and is noted as the \u201ctop expert in international adoption and surrogacy cases<\/em>\u201d as \u201cwhat she doesn\u2019t know about international adoptions isn\u2019t worth knowing<\/em>\u201d. She is \u201can impressive advocate who deals with some of the most complex cases for children<\/em>\u201d and has a \u201crazor sharp mind<\/em>\u201d.<\/p>\n\n\n\n

A former journalist, throughout her legal career, Hilka has practised children and family law and has been involved in many reported and high-profile cases in the High Court and Court of Appeal which have shaped English adoption and surrogacy law. She joined Dawson Cornwell as a partner in February 2023, having previously been a partner and head of department at other prominent firms specialising in children law. <\/p>\n\n\n\n

Hilka is on the Law Society\u2019s Children Panel which means that she has had specialist training to represent children in court proceedings, either directly or through their children\u2019s guardian. She is an officer of the Family Law Committee of the International Bar Association,<\/a> and a member of the Association of Lawyers for Children<\/a>, Coram BAAF \u2013 the British Adoption and Fostering Organisation<\/a>, the Child Abduction Lawyers\u2019 Association<\/a> and Resolution<\/a>. She is also a Resolution Accredited Specialist in Adoption and Child Abduction, was one of the co-authors of Resolution\u2019s response to the Law Commission\u2019s consultation on proposed changes to the current surrogacy law, and part of the Public Law Working Group \u2013 Adoption report which recently put forward their recommendations for proposed changes to English adoption law. Hilka is a trustee for Children and Families Across Borders (CFAB)<\/a> and sits on their Policy and Practice Committee.<\/p>\n\n\n\n

Hilka won the prestigious Jordan\u2019s Family Law Associate of the Year Award in 2015, is a Preeminent Children Lawyer in Doyle’s 2026 guide and ranked and recommended in the UK legal directories. Legal 500 have described her as having \u201cthat uncanny knack of being able to see solutions to the most intractable problems facing her clients<\/em>\u201d, being \u201chugely experienced and confidence-inspiring<\/em>\u201d, and \u201ca brilliant tactician and a tenacious lawyer \u2026 but not to the point of losing sight of what can be achieved by a collaborative approach<\/em>\u201d.<\/p>\n\n\n\n

Chambers and Partners recognise her as \u201csupportive, calm, collected, organised and reassuring. Her approach is always tactical, extremely detailed and tenacious, while also being gentle and fair. She plays the long game, does not make rash decisions and is always a few steps ahead of the other side<\/em>.\u201d \u201cShe has an encyclopaedic knowledge of adoption and surrogacy law \u2026 and is forensic, strategic and dedicated to her clients.<\/em>\u201d She is awarded the highest ranking as Band 1 for Family\/Children Law: International Abduction, Adoption and Surrogacy as well as being ranked for Family\/Children Law: Public Law Matters.<\/p>\n\n\n\n

Hilka is bilingual in German and English, speaks conversational French and some Russian.<\/p>\n\n\n\n
